Abstract

This study analyzes the variation of subnational democracy in the 135 municipalities of Buenos Aires (1983-2023) using panel fixed effects models, exploring the causes of such variation. The results indicate that democratic competitiveness depends on partisan and territorial factors: Peronist mayors reduce democracy, especially in the conurbano, while radical mayors reduce it in the interior, but their effect is null in the conurbano. Explanations such as poverty, population size and provincial transfers were tested. The findings support the notion of "brown zones" (O'Donnell, 1993a) and regional studies (Gervasoni, 2018), bringing conceptual and methodological innovation to the analysis of municipal democracy in Argentina.
